Ethanol is GRAS in the US under 21 CFR 184.1293 when used as an ingredient at specified levels and authorized in the EU as a carrier solvent. Ethanol consumption has well-known health risks (the IARC classifies alcoholic beverages and ethanol from drinks as Group 1 carcinogens).
