Oxidised Starch
Also known as: E1404
EFSA's 2017 re-evaluation of modified starches (including E 1404) concluded there is no safety concern at the reported uses and use levels, with no need for a numerical ADI for the general population. Modified starches are extensively hydrolysed in the gut and their safety profile is well established.
What it is
Oxidised starch (E 1404), a modified starch produced by treating native starch with hypochlorite (or similar oxidizing agents).
Thickener, binder, and stabilizer in formulated foods.
What regulators actually say
"Food starch-modified ... may be safely used in food provided that ... [the starch may be modified by treatment with sodium hypochlorite, not to exceed 5.5 percent of dry starch]."
"The Panel concluded that there is no safety concern for the use of the modified starches as food additives at the reported uses and use levels."
Regulatory status
United States — FDA
Approved under 21 CFR 172.892 (food starch-modified)
European Union — EFSA
Authorised in EU as E 1404; EFSA: no safety concern at reported use levels
